Chief Executive Officer

George Harvey

Mr. Harvey, who graduated with a Bachelor of Arts from Niagara University, spent two decades as a successful entrepreneur and real estate developer after being honorably discharged from the United States Army as a Captain in 1973. Mr. Harvey closed out these two decades as the founder and Chief Executive Officer of Medifit of America, a company he turned into one of the leading providers of physical therapy services in the United States. Under his administration the company operated in eight states with approximately 30 million dollars in revenues. After becoming a principle in MSA in 1995, Mr. Harvey has spearheaded MSA's technological expansion with the development and introduction of services including SmartTech™ and SecureBuilding®.



President

Patrick Timlin

Mr. Timlin, a 22 year veteran of the New York City Police Department (NYPD), retired in 2002 at the rank of Assistant Chief, serving as Commanding Officer of the Patrol Borough Bronx. While serving in the Bronx, Mr. Timlin achieved a 16% reduction in felony crime, a rate which exceeded the citywide felony crime reduction average. He instituted many proactive community relations initiatives (many are still in place at this time) when Police - Community relations were at an all time low. Mr. Timlin served as the Commanding Officer of Queens Detectives where he successfully supervised many high profile investigations and achieved the highest homicide clearance rate in New York City. In addition to service in many patrol commands, Mr. Timlin performed duty in the NYPD Emergency Service Unit. He holds a Bachelor of Science in Management from St. Francis College and holds a Juris Doctorate from New York Law School and is also a member of the New York State Bar. Prior to joining MSA, Mr. Timlin was an attorney at Clinton Group an SEC registered Investment Advisor, where he headed the Anti-Money Laundering and Business Continuity Programs. “Currently on leave; serving as the NYPD, Deputy Commissioner of Operations”



Chief Operating Officer

Michael O'Neil

Mr. O'Neil is a 20 year veteran of the New York City Police Department and recently retired after serving as the first Commanding Officer of the NYPD Counterterrorism Division, a Division that he helped create after the events of September 11, 2001. While commanding the Counterterrorism Division, Mr. O'Neil was responsible for the daily operation and implementation of all aspects of the NYPD’s counterterrorism program as directed by the Police Commissioner. He directed the NYPD’s mission of critical infrastructure protection, global terrorist threat analysis, CBRNE programs and policies, special event security planning, and the training of NYPD as well as other local, state, and federal personnel in various aspects of counterterrorism initiatives. Mr. O'Neil chaired the regional “Securing the Cities” initiative, a $50M US Department of Homeland Security radiological detection and interdiction initiative that involved over 100 different law enforcement agencies from the Greater New York City Region. Prior to becoming the Commanding Officer of the Counterterrorism Division, he served in numerous patrol commands as well as the Organized Crime Control Bureau. He holds a Bachelor of Professional Studies in Criminal Justice from SUNY Empire State College and a Top Secret security clearance granted through the FBI and the Department of Energy.



Vice President of Operations

Hugh O’Rourke

Mr. O’Rourke is a former Deputy Inspector with the New York City Police Department (NYPD) and a Lieutenant Colonel with the United States Air Force Reserves. He spent more than 21 years with the NYPD, serving most recently in the Office of the Chief of Patrol and as the Executive Officer for the NYPD’s first Counterterrorism Division. In his Counterterrorism role, Hugh O’Rourke managed hundreds of personnel, and was responsible for the NYPD’s liaison to the federal government on matters of intelligence and infrastructure protection. He supervised counterterrorism intelligence, analysis, and dissemination; critical infrastructure protection; counterterrorism training; specialized infrastructure protection projects; and the NYPD’s outreach efforts to the private sector. Hugh has served with the Air Force in Southwest Asia, the Middle East and East Africa as a force protection manager. In addition to extensive training and experience in counterterrorism, he is a practicing attorney admitted to th e bar in New York and Connecticut. He holds a Juris Doctor from the Fordham University School of Law, a Master’s Degree in Public Administration from Marist College, and a Bachelor’s Degree in Engineering from Manhattan College.



Vice President of Consulting Services

Patrick J. Devlin

Prior to joining MSA, Mr. Devlin worked for URS Corporation as the program manager and technical lead of the Threat Assessment and Security Planning Team. His extensive knowledge and hands-on experience with anti-terrorism programs and initiatives, emergency management, and physical security served to buttress his work with federal and state governments, most notably the U.S. Department of Homeland Security, Federal Emergency Management Agency, and the Homeland Security Advisors of New York, New Jersey, North Carolina, and Nevada. He is a committed and accomplished leader who excels at evaluating, coordinating, leading, and resolving security and safety issues. He possesses strong understanding of emergency readiness, business continuity and disaster recovery. Prior to joining URS Corporation, Mr. Devlin retired from a 20-year career with the New York City Police Department as a Lieutenant Commander in the Counterterrorism Division’s Threat Reduction and Infrastructure Protection Section. Mr. Devlin holds a Masters of Public Administration from Marist College and a Bachelor of Science from the State University of New York. Mr. Devlin is Board Certified in Security Management and has been awarded as a Certified Protection Professional (CPP).



Chief Financial Officer

Michael Kennedy

Mr. Kennedy has over 20 years experience in corporate finance and accounting both in the United States and UK. He has a broad range of experience in both small and large corporations. Prior to joining MSA Mr. Kennedy was the Chief Financial Officer of Fiber Optic Services for over 10 years, a telecommunications company based in New York. In that position he steered the company financially through a period of rapid growth. Mr. Kennedy began his professional career in London with firstly Ladbrokes PLC and then Nortel UK, Ltd. During his tenure at Nortel Mr. Kennedy held a variety of accounting and financial positions including time as a Divisional Controller. Mr. Kennedy was transferred to the US on assignment by Nortel as a Financial Controller in 1990. He moved permanently to US in 1992 joining Atlas Copco, a Swedish international maker of construction equipment, as a Divisional Controller. He graduated from University College Dublin, Ireland in 1983.

Joseph Herald

Mr. Herald, a 24 year veteran of the United States Army and New York Army National Guard, retired in November 2006 at the rank of First Sergeant, serving with Charlie Company of the historic “Fighting” 69th Infantry Battalion. Mr. Herald is the recipient of the Bronze Star, Meritorious Service Medal, Army Commendation Medal and Conspicuous Service Cross for his numerous deployments in Iraq, New York City after 9/11, the ice storms in upstate New York, the 1996 Olympic Games in Atlanta, Ga. and floods of southern Georgia in 1994. Mr. Herald has completed professional development training courses in Leadership, Military Law, Human Resources, Employee Relations, Physical Security, Risk Management and Training Management throughout his career. Mr. Herald is a recognized leader in his field and has developed and administered international training programs for multi-national forces on four continents.



Director of Sales and Marketing

Keith Mulcahy

Mr. Mulcahy has over 20 years of experience in law enforcement, having served a long, distinguished career with the New York City Police Department (NYPD). He spent 15 of his 20 years in the Detective Bureau, and his final assignment was as a Bomb Technician Investigator of the NYPD Bomb Squad. He received certification from the FBI (Hazardous Devices School), ATF (Post Blast Investigator), and NYPD (Explosives Detection Canine Handler). Mr. Mulcahy is currently the Director of Sales and Marketing for MSA, a position he has held for the past seven years.



Director of Canine Operations

Steven Dodge

Mr. Dodge, is a retired New York City Police Department First Grade Detective (Bomb Squad and Emergency Service Unit). Prior to joining MSA, Mr Dodge was a Vice President at Merrill Lynch where he served as Manager of Branch Security/Americas. Mr Dodge served in the United States Coast Guard Reserves and hold a Bachelors Degree from Fordham University and a Masters Degree from Iona College



Director of Information Technology

Robert J. Lamont

Mr. Lamont brings over 30 years of broad based Information Technology experience from the private sector to the MSA management team. Mr. Lamont has held technical and management positions at Fortune 500 companies such as New York Life Insurance Company and Lehman Brothers Inc, as well as at Memorial Sloan-Kettering Cancer Center, and Brown Brothers Harriman, a private bank. During his career Robert has been responsible for the development of mission critical business applications, multi-platform system software integration, enterprise computing, and Business Continuity Planning. Robert holds a bachelor’s degree in Computer Science from St. John’s University and has professional certifications as a Certified Business Continuity Professional, (CBCP), and a Certified Information System Security Professional (CISSP).



Director of Enhanced Protection Services and Maritime Security

Kevin Devlin

Mr. Devlin is a 22 year veteran of the Port Authority of New York and New Jersey Police Department (PAPD) and retired in 2006 as the Commanding Officer Special Operations Division. While the commanding officer of the Special Operations Division, Mr Devlin was responsible for the supervision of all police personnel within Emergency Service, Canine, Commercial Vehicle Inspection, Motorcycle, and Communication Unit. Mr Devlin is a highly decorated, retired, police captain with a distinguished career in law enforcement. Mr. Devlin has specific expertise in emergency service operations, canine security programs, weapons of mass destruction and facilities security. In Mr. Devlin’s career he has responded to and commanded operations in all life threatening situations including plane crashes, hazard materials incidents, terror threats and hijacking. In addition Mr. Devlin has provided counter terrorism measures, including explosive detection, at various commands and assisted additional agencies as requested. While in charge of the PAPD Communications Unit, Mr Devlin has provided the central link for all commands. After his retirement Mr. Devlin prior to Joining MSA was a transition manager of operations from previously contracted aviation security firm to Covenant Security for all unarmed security personnel at JFK International Airport.



Director of Training

Mike White

Before joining MSA, Mr. White served a long and distinguished career with the New York City Police Department (NYPD), spending 14 of his 20 years in the Detective Bureau. His last assignment was as Commanding Officer of the NYPD Bomb Squad, the largest public safety bomb disposal program in the nation. Mr. White is a Federal Bureau of Investigation trained bomb technician with extensive training in Hazardous Materials (HAZMAT) and Weapons of Mass Destruction (WMD). In his capacity as Commanding Officer of the Bomb Squad, he was responsible for over 40 Bomb Disposal Technicians and directed citywide training for explosives, HAZMAT, and WMD incident response. Mr. White was responsible for planning and preparation of special security arrangements at major New York City events and for visits by very important persons (VIP) to include the President of the United States as well as foreign dignitaries. He coordinated these activities with the Federal Bureau of Investigation, United States Secret Service, Bureau of Alcohol Tobacco Firearms and Explosives, and the Federal Aviation Administration. Other experiences include supervising the Police Laboratory as well as integrity control responsibility for the Laboratory, Bomb Squad, and Crime Scene Unit. In addition, Mr. White established the working protocol for the examination of evidence from the 1993 World Trade Center bombing. Mr. White received his Bachelor of Science from Georgetown University and Master of Arts in Forensic Psychology from John Jay College of Criminal Justice. As Director of Training for MSA, Mr. White develops and delivers preparedness training programs to corporations, landmarks, government agencies, and major non-governmental institutions throughout North America.



Director of Emergency Operation Centers

Kenneth McGuire

Mr. McGuire is a highly decorated Police Detective from the Orange, New Jersey Police Department who served in the Investigative and Patrol Divisions specializing in undercover and surveillance operations. He is a recipient of the Medal of Valor from the Northern New Jersey American Society of Industrial Securities, 200 Club of Essex County, and the New Jersey State PBA Unit Recognition Citation. Mr. McGuire previously served with Michael Stapleton Associates as a Sales and Marketing Manager and a certified Explosive Detection Canine (EDC) Handler. Mr. McGuire received his Bachelors degree in History and Criminal Justice from Rutgers University and the New Jersey Institute of Technology.



Director of MSA Specialized Training Academy

John Harvey

Mr. Harvey is both an Emergency Medical Technician (EMT) and a Registered Nurse (RN). Mr. Harvey was a Sergeant in the United States Army and a First Lieutenant in the United States Army Reserve. He is a graduate of the New York City Police Department (NYPD) Academy, St. Vincent's School of Nursing, the NYPD Explosive Detection Canine Handler Program, and the FBI Hazardous Devices School. Mr. Harvey served as an officer in the NYPD Emergency Services Unit as well as a Detective, Bomb Technician, and Canine Explosive Detection Handler and Trainer in the NYPD Bomb Squad.
